The Class III dealer is needed only if the gun is transferred across a state line. If the buyer is in the same state, the Class III dealer is not needed but all of the paperwork for the transfer is exactly the same.

If the Buyer is in the same State,it can Transfer Directly to them on a Tax Paid (Form 4).
If out of State, it goes to their SOT Dealer unless the Buyer Holds an FFL. If they hold an FFL, It can go directly to them tax Paid on a Form(4).
If the Out of State Buyer doesn't hold an FFL, then it will be a Double Tax. Once to the FFL/SOT, then to the actual Buyer.
(2) Form 4's/(2) Finger Print Cards/(1) Cert. of Compliance Form.
No Finger Print Cards or LEO Signature required with Corp's. or Proper Trusts.
