On the trips I've made to Gabon and Uganda I found that cell phones were very common because they don't require the infrastructure that land lines need. It's easier to maintain a few cell towers that miles and miles of traditional lines.

If you have an AK, you can get iPods and cash.

Big waste of talent there, tho; she could easily be carrying a SAW, with belts where her seashells are, and maybe work a Claymoor or two into that lip.
I just want to know, based on the picture, who the hell figured out that it's a woman?
Sally Struthers, being not-exactly-the-person-to-listen-to re: starving people, might be able to make the case to donate $ for make-up and charm school here.
