So I just bought an M91/30, made in 1943.
Took it to the range, and had a few problems.
First, the upper barrel shroud thing kept sliding forward, and would somehow unclip the two bands that held it.......couldn't get it to stay clipped.
Second, the cleaning rod kept popping out.
Third, it was shooting about 14" high at 100 yards without a bayonet.
Help? mainly with the first two......

Okay, your cleaning rod should screw in a little bit. Mine does, anyway. That should take care of that. Your retaining rings might be stretched loose, or the little springs that hold them in place may be worn out. Make sure your rings are pushed all the way back, and make sure they're a tight fit. If they're too loose, you can order new ones from just about anywhere, and in the meantime you can use everyday tools to squeeze them back into shape.

Now I can't recall how the Mosin cleaning rod stays put. Does it have a nut, like my Turk Mauser(which was stripped and I replaced it)or is the MN receiver drilled and tapped for the rod?

The rod is threaded, but wont screw in far.
Since the bands are not tight enough, do I just buy new ones?
How do I know the bands are the problem?

there is a nut embeded in the stock that teh cleaning rod screws into.
also, there are spring clips embedded into the stock that retain the rings, most of mine will let the upper hg slide forward A LITLE (1/8" MAYBE) but it should not be able to force the rings off of the clips.

The rod wont screw in far, only about one turn. Just enough to keep it in place...
I'm not thinking it's your bands. The reason is even if your bands are a little loose, there is a cuff on the back end of your barrel shroud or whatever you call it that would keep it from sliding forward. If that is not there, than your wood has been tampered with. The "cuff" should be just over an inch long in the back where the wood is wider than the rest of the piece. If that is there, then check to make sure your retaining springs are there. Those will be on the bolt side of your rifle, one just forward of your rear sight and one down near the end of the barrel. They stick out of the side of your stock and the rear one is shaped like an inverted check mark. The front one is shaped like the side of a fiddle with a groove between the two portruding parts. That groove is where your ring should rest. For the rear, your ring should rest between the "checkmark" and the cuff where the wood gets thicker. The springs should be popped out if the bands are seated in the correct position.

the little springs are there, but they allow the top of the bands to slide forward kinda easily, as the bands are not that tight in the first place.

As stated, the bands don't move until the retaining spring is depressed on both the front and back bands. They should also be snug, the ones I have for the most part have to be forced off with heavy thumb pressure or other impliment, they just dont slide off. They can be forced to be slightly flatter if that would help, but the spring should be keeping them in place. Those maybe need to be resprung outward.
