This is my 3rd build other went perfect never a hitch, until, I built this one in 204 Ruger. It shoots great 5 hole groups you can cover with a dime but its a pretty fancy looking single shot. It does not seem to want to pick them up out of the mag. There is always the front half of the shell stuck half in half out from the bottom of the bolt. Sometimes misses it only first charge. I had a 20rd pmag with worked best, 5rd cproucts wouldnt work at all. Do i need a differnt follower for 204?

Feed ramp issue on the barrel extension by chance?
If this your third build you must have a different upper you can put on the lower, even if it has a .223 barrel. With that installed, do you have an issue feeding then too or is only with the upper with the .204 barrel?
Is the magazine loose or not seated high enough for the bolt to strip off the top round?

I didnt have another upper with me to try, but thanks I was over thinking it. Next time I will take my 223 that never fails & swap them out & give that a try. The mag is for sure not lose if anything a little tight. Seems to miss the rear of the case & catch it in the middle.

Other options to consider...
Does it happen with every magazine you have or certain ones? Is it a milspec magazine or a "less expensive alternative"? Break the magazine down and make sure that the spring isn't binding up thus causing the follower be misaligned. Also check to see if the rearward portion of the magazine lips (left and right) aren't bent too far down. That could be causing the rear of the round to be too low.
You mention the magazine may actually be a little tight. If the mag well is out of spec (or the magazine for that matter) it could be causing the sides of the magazine itself to be compressed and thus affecting the follower's ability to ride evenly.
Finally, if you find the known working upper properly strips the top round off try swapping the whole BCG from the working upper and put it in the one that isn't. Try the same with the BCG from the upper that isn't working and put it in the one that does.

I fhte bolt is missing the base of the rounds and jamming into the side of the rounds, its probably not a feed ramp issue, but a magazine issue.
First thing I would try is bending the lips of the magazine out a tad to let the rounds ride higher in the mag. If that cures it, then you see your problem... If it doesn't, its not hard to reverse.

You're right and I missed the part where he said the bolt was getting caught up long the top of the round to be fed. If the round is not even making it out of the magazine it cannot be a feed ramp issue.
Although, in some albeit rare cases, if the tip of the round is getting caught up at the very bottom on the ramp it could cause the same issue. Typically there would be a small burr at the base of the ramp in that case and it would be easily felt. Could also be an overly long round (such as with using a heavier bullet ie. 80+ grain) but then it would be too long to fit in the magazine in he first place.
and... and... okay. You win. I'll put money on the rear magazine lips being too low.

Hmmm I changed the bolt carrier ass. from one to the other fixed the problem & both work fine!! go figure
