Hi, All:
I need to ship a 'parts kit' rifle (has a receiver, but all the internals yanked) to an FFL...who should I use as a carrier? Anything special I need to know/declare?
Thx,
Steely

So long as it's going to an FFL, it can go US mail.
I send all my rifles priority mail, but that is personal preference.
I take the FFL i'm sending it to down to the post office with me, should any questions arise (but they know me, so usually don't ask).

If its a receiver, its a firearm.
As Nalioth said, you can send it USPS.
Your other 2 options are UPS (can go ground) but you have to call them for a pick up. They will not accept it at their UPS Stores.
Fed Ex is your other option, but all firearms must be shipped overnight.
DHL and Airborne Express do not accept firearms.

If you have a UPS hub near you, they accept them there, too (i've had to visit the Houston hub a time or two)

I've brought mine to a pawn shop that is a shipping store as well for UPS. They pick them up for me.

SO for USPS:
I box it at home, then take it to the Post Office. They' aske if you have firearms or explosives in there, and I say firearm.
Then what? Do I need some paperwork from the FFL I'm shipping to for proof?
As for UPS:So I call them for pickup. do I have to say what it is? DO I need any special pprwork on my end?
Thanks again fellas.

You should allways get a copy of the Receiving FFL license. I usually put a copy of it in the box, and take the original with me just in case.
You are required to tell the shipper that the item is a firearm, but usually they do NOT want you to mark it as a firearm on the outside of the box.
I would allways insure it as well just in case it gets stolen.
I do not recall any special paperwork needed when I have shipped before.

I use USPS if it is just a reciever it can be sent in a flat rate box (saves money) let them now its a firearm and they may or may not ask for the FFL that it is being sent to. If they ask for the copy of the FFL they may or may not take it to the back to photo copy it (for some unknown reason) then you pay and leave simple as that. speaking of selling/shipping guns I need to see about posting something...

What if you are shipping the firearm back to the factory for repair. In that case there is no FFL required or provided?

When shipping a firearm by Post Office, you're suposed to give then a completed Postal Form 1508. It's a declaration that the firearm is being shipped to a Federal License Holder. You can get them on line in the forms section and pint it, then fill it out before you get there. Thay actually file them at the Post Office where the shipping originates.
here's the URL to the form: http://www.usps.com/forms/_pdf/ps1508.pdf

The factory will have a class 07 FFL. So when you fill out the postal form, all you are saing is you saying is "To my best knowledge and belief", as you must have a class 07 ffl to manufacture firearms. that would be true...

I am not an FFl holder. Reading the ATF and the USPS regs, the 1508 must be filled out by a licese holder only. ALso it does state that it is legal fo me to ship to an FFL in another state this rifle, as long as it is dis-assembled enough as not to be made to fire.

That's why I fill it out, I am an ffl holder... The form is titled for Manufacturers or dealers of firearms... Guess I should of asked if it was from an ffl, course C&R is a class 03 FFl, it it seemed like lots of members had em here...
