I found the document that records the statement of President Clinton banning the importation of Chinese "guns" and ammunition into the United States. The decision was made in his statement on May 26, 1994. It is recorded in a Department of State Dispatch. The "legal authority" of the decision was the Arms Export Control Act of 1976.
