Seems like the author of the article is trying to make a big deal out of nothing (imho). :icon_neutral: The title of the article seems to be a tad misleading and biased as well...
There is nothing in the legislation that says "blind people can get CHLs". Furthermore, new applicants still have to pass a shooting test (same as always), which pretty much requires having eyesight to pass. I know the shooting test isn't that hard, but I have seen people with 20/20 vision fail it before.
The only issue here is that people who already have CHLs no longer have to take the shooting test to renew. However, they were clearly seeing ok when they got the license in the first place (they had to pass the shooting test the first time), and I highly doubt many people are going to continue to renew after they go blind from old age.
Honestly, I really don't see this causing many problems....

You know our politicians waste time debating some of the most stupid stuff. What if this and what if that. How many people are they expecting to go blind? Probably gonna spend $10,000,000.00 on a study to see how many CCW permit holders may go blind.
Just like the politicians in Africa wanting to outlaw farting.
I sure hope my dog don't break wind when I am walking him as I would sure hate to get ticketed if I didnt do it...

Or think of it this way: The person gets his license when he’s 40. Forty years later, he’s on his 10th renewal cycle and is now 80 years old. Could he still pass the test? Or think of it this way: A person 80 years old needs the gun more than a 40 year old.

the article was much ado about nothing with a twist toward slamming the gun lobby...then appearing unbiased by quoting the pro-gun right at the very bottom of the article...after the alarming overtone was set.
1) I`m more afraid of a human, with good vision shooting me on purpose, than a blind guy on accident. I`ll bet statistics would confirm this.
2)“I have a lot of confidence in the average Kansan,” Knox said. “I think a lot of people who have concealed carry don’t carry that much because they realize the gravity of it. It is a tremendous responsibility. I trust people in general.”
....precisely....People who LAWFULLY exercise a right are trustworthy
I still say the village psycopath with 20/20 vision hellbent on killing folks will do so wether guns are legal to posess and carry or not...explain to me why this isn`t so flippin obvious to the general public...do they have that short of attention spans?

There was a blind coroner in South Carolina for 47 years. The law was receently changed to require a high school diploma for the job.

Ironically this is a new issue for Kansas, as they just got CC a few years ago. I guess the thinking is like drivers, will the ablity be there as the licencee ages. If you retest for a DL why not atleast take something simular for the CC.
This is IMHO, and there are those who feel retesting for even a DL aint right.

Another none issue, all hype. But then again I don't care for the privilege of CC permits. I feel if you can't be trusted with your Constitutionally protected rights you should be locked up till you can be trusted.

The only problem i 'see' with a blind person with a CCW permit and the use of a firearm in general might be with the 4 rules of safety per COl. Jeff Cooper.
I'm not saying that a blind person can't 'confirm their target' (hey, I've read DareDevil comix like the next guy), but I am a bit skeptical. Also, the muzzle control...
I'm quite sure if a blind guy was in his house and an intruder was on him, or whatever, he would prolly ba abe to defend himself better with a firearm...
but back to the 4 rules....that blind guy better be a ninja.
It would be going too far to rule the blind out of the 2nd amendment, though.
