I found a few boxes of this ammo this week and was wondering if anyone here has any exp with it or knows anything about it. Thanks.

That's the SS109 AK74 version of our M885 penetrator Military ammo...

I believe SS109 is the NATO designation for the standard NATO 5.56mm penetrator round. The stuff made in B-H is usually of exceptional quality. They use a black tip as designation as opposed to the U.S. green tip.

I am correct in assuming the discoloration around the neck of the case is from it being hardened?

5.56x45 is nato(.223) ammo, 74 ammo would be 5.45x39, this stuff is equal to 223 ammo, I imagine built for western(nato) use by Igman, I am guessing from the head stamp(from the lot number).

That looks to be the annealing of the brass discoloration.

trhe discoloration is from the annealing process. Those bullets have tiny steel penetrators in them. try shooting 1/2" and 1" mild steel plates from at least 50YDS...zzzzizp!
