Does the CETME supposed to have wobble in the recoil rod assembly?

No, it supposed to be stright, and no wobble, it can be welded back if needed. They were crimpped at the factory I believe.
i had 1 that wobbled and never had any problems with function.

Some times wobbly wont hurt anything as long as there is not a bind in the rod or the spring, just from the factory they are solid. If stright and wobbly, but no binding, I wouldnt do a thing to it.

seems much more crucial than the wobble. I had a wobbly one (I made ti that way when I puullled the CETME apart the first few times).
