is it the new fcg or the reciever? and is there any thing else i need to know about legal issues before I order stuff. I am aware of the us parts count and the ny assault weapon law{ flash suppressors and bayo lugs}. I have done a couple of AK's already.

Receiver has no bearing on full auto operation as it is strictly controlled by the FCG. You can convert the original parts to semi use but you have to remember your parts count. If you are going to use the original parts and convert them to semi, I would recommend to have the bolt milled as well so there would never be a question as to your intentions.

Try starting here, the main conversion is the trigger group, and the fact the receiver does not have the third pin hole.

There are 3 main areas of difference that classify it as a Semi Auto rifle and not a machine gun.
1. The receiver has no ability to accept an unmodified grip frame/FCG. The semi auto receiver has eliminated the grip frame pin on and added a block of steel to block the introduction of one. This shelf is how the modified grip frame attaches.
2. The FCG box is modified as seen in the links above so it cannot accept the original full auto parts. The grip grame is also modified to eliminate the pin ears.
3. The bolt carrier is milled out so it cannot trip the sear, even if it was somehow installed.
