With my C&R I can order a pistol from any state, and have it shipped to my house. If I go to a local gun shop can I use my C&R to buy a C&R pistol if I am a non-resident? I am a MN resident but reside in MI while attending school. My C&R address is my MI address. I'm just trying to clear up a dispute.

Yes, in terms of the Federal gov't you're legally legally able to acquire any C&R firearm from any state in the Union with your 03 FFL. However, there's no law stating that any dealer (mail order or FTF) must accept your license.

It almost sounds like you have a dispute for handgun sales, and they are treating it like a standard transfer not a C&R transfer, thus they will not allow out of state transfer.

Yeah it's a hassle sometimes tryng to use the license but being a non-resident. I called the MI branch of ATF and they said go ahead and that I would need to submit the pistol for a safety inspection if the state required it. I talked to the state police main office and they gave me the go ahead. They said that because I am a non-resident, I don't have to bring any pistols in for the safety inspection. I talked to the local PD to verify and they said I didn't need to bring pistols in for the safety inspection because I'm not a resident. I tried explaining it to the dealer but he wanted to err on the side of caution which I have no problem with. Just saves me money right now I guess.
