1903A3 drill receivers, to build or not to build on?

There are some rumors that the metal becomes soft after the tac welds are done to make them drill rifles, do they really get to soft to use safely?

There are many dangerous issues with trying to convert an 03-A3 drill rifle back to shooting condition. I could attempt to explain it but there is an article by Lynn Meredith that does a far better job than I could.
