Ok, I found it after some searching. It is the crest of the kingdom of Yugoslavia, used from 1921 to 1945. The original Model 1924 before they went through refurbishment where the crest was scrubbed and replaced with the common Yugo crest and M24/47 marking.

In a variety of old milsurps the ones that somehow escaped the refurb process and are still original are fairly rare.
Occam's razor, the simplest explanation will be the most plausible
you guys are just too fast for me...
back when we were getting crates of surplus, you could get some of these in the mix or you might even get a whole crate of these from SOG. at the time they were less desirable, now its "rare".

Yup, funny how stuff like this change over time. If you look at all the kids on Youtube going on about how awesome their Chinese SKS's are and only $400. They don't even know. Lol!
